It’s not all about the Levy
What we are currently doing is right but what could we be doing better?

It is not all about the levy – there are current weaknesses in the system. We need to switch to a demand led system from the current supply led system.

We do some things really well. We have a really strong FE and Skills sector. How do we build on that?

Are Regional Skills Partnerships the answer?

Training for the foundational future
The foundational economy is now and will remain our largest source of employment in Wales. But training for sectors like care in the future will need to adapt to two key developments.

First adapt to an economy of SMEs and micro firms where the owner /manager + sole trader is a key figure; already one third of Welsh employment is in micro firms. Second, recognise that repetitive, scripted and order taking jobs in retail, call centres and such like will be automated; and the jobs of the future will require communication skills.

All this will require new business models and training delivery for small business management and much more emphasis on soft skills.
